The total investment budget planned for the 2008-2012 period in the field of health in the Sahara region amounts to MAD 220.6 million divided as follows:
- 128.9 MMDA from the budget of the Ministry of Health representing 58%
- 50 MMAD from the budget of the Agency for the Development of Southern Provinces representing 23%
- 30 MMDA budget from the budget of local governments representing 14%
- finally 11.7 MMAD from the budget of the National Initiative for Human Development i.e. 5% of the total amount
- This budget is distributed over the region’s provinces as follows:
Laayoune Province
The regional hospital Moulay El Hasan BelMehdi at the city of Laayoune will be upgraded into the main regional hospital centre thanks to the following facilities:
- Creating a new surgery block
- Resuscitation Service Repair
- Creating a care service for burnings
- Expansion and modernization of emergencies
- Creating a day hospital
- Creating a service of gynaecology and paediatrics
- Creating an itinerant service for emergency care in charge of coordinating interventions with mobile medical units to be established at three administrative regions in the Sahara region and will be equipped with ambulances
- Creating an oncology centre in association with the foundation Lalla Salma to fight against cancer
Expanding of haemodialysis centre moving from 15 to 30 machines

- an ophthalmology service
- an otorhinolaryngology service
. Strengthening the medicine bloc with the creation of
- a cardiology service
- a pneumonia service
. Setting up a scanner unit
. Expansion of haemodialysis centres to house 12 machines instead of 6 units.
. Refurbishment of other services such as the laboratory medical, Magnetic resonance imaging
and utilities
